National BSA's on the COVID-19 Pandemic
Key Take-Aways
- To welcome new members and their families, we must demonstrate that we are safe and are concerned with the health of all. The success of the Scouting program depends on conducting regular meetings and activities in a safe and responsible way.
- Our response to the COVID-19 pandemic continues to be informed by expertise from agencies, including the Centers for Disease Control and Prevention.
- We ask that everyone in Scouting follow the basic guidelines listed in BSA National's statement, which are based on the CDC’s guidance for the general public.

Units should look to their council regarding whether/how to conduct in-person meetings and activities. If in-person gatherings are permitted, be sure to follow all applicable guidelines and use your council’s version of the Pre-Event Medical Screening Checklist before attending.

Impact on Local Units
Remember that the Crater Lake Council serves units in both Oregon and California. Please seek your state health guidelines and local county status, as they will differ between states.
Different organization types, such as the Boy Scouts of America and our programs, are defined differently than others.
We are waiting for the States of Oregon and California to update their rules for mask wearing and additional guidance from the National Boy Scout Council before changes our guidance on safely holding Scouting programs during the pandemic. At this time you should continue to follow official state guidance around the wearing of masks.

Packs
- In Oregon, Cub Scouts fall under the Child Care category for state guidelines.
- In California, Cub Scouts gatherings fall under guidance for cohorts for youth.
- Restrict participation for anyone who has Covid-like symptoms or illness for a minimum of 10 days, as long as symptoms are improving and the person is fever-free without the aid of medication.
- Restrict participation for 14 days for anyone who has been exposed to COVID-19.
- Camping Standards follow these same guides. You must have BALOO training to camp outside of our Camp Properties.

Troops
- In Oregon, Scouts BSA, Venturing, and Exploring falls under the Youth Program category for state guidelines.
- In California, Scout BSA, Venturing, and Explorer gatherings fall under guidance for cohorts for youth.
- Restrict participation for anyone who has Covid-like symptoms or illness for a minimum of 10 days, as long as symptoms are improving and the person is fever-free without the aid of medication.
- Restrict participation for 14 days for anyone who has been exposed to COVID-19.
- Camping Standards follow these same guides.
Activites & Programs
Outdoor Meetings:
- No masks required if:
- Maintain 6 ft. social distancing
- Masks are required for parades, festivals, and other large events and/or gatherings.
Indoor Meetings:
- Masks are required for all indoor meetings.
Camping/Overnight Outings:
- Everyone must wear a mask following state guidelines.
- Health screening upon arrival is mandatory.
- One family or individual per tent.
- Take attendance and keep records for 6 weeks.
- All meals must be served by a server. Passed dishes or family style dining is not allowed.
- The Center for Disease Control (CDC) has released an updated guidebook for operating youth and summer camps
Carpooling:
- Attempt to ride within a consistent and stable cohort.
- Wear a mask when riding in a vehicle with non-family members.
Scout Shops & Offices
Central Point Office & Scout Shop:
The Central Point Office and Scout Shop are currently open to the public.
As of August 11th, 2021, masks are once again required for entry into the building regardless of proof of vaccination.
- We ask that you continue to observe social distancing of 6 ft. when in the office.
- Please sanitize your hands and be courteous of other individuals.
- Please send in advancement reports and orders ahead of time so that staff can prepare your order before your arrival.
